The diagnostics are reset after ever SQL statement. In SQL PL
EVERYTHING is an SQL statement. The IF statement checking SQLCODE is
resetting the diagnostics. The accepted way of checking SQLCODE is by
implementing a handler in SQL PL. In a handler you can use a new
feature called STACKED DIAGNOSTICS to get the actual information not
just the one from the previous statement.
