I believe there is no simple yes/no answer to this question; it could depend a
lot if there are PL/1 modules built of several components calling each other
statically or dynamically, which are changed separately.
If you expect that you are able to call a PL/1 module compiled by a recent
Enterprise compiler from an "old" unchanged PL/1 module, compiled by the
unsupported PL/1 for MVS compiler, you may get into serious trouble.
On the other hand, if all programs are monilithic modules or main programs, that
don't call each other, such a step-by-step migration approach may work.
Other questions could be: what interfaces do exist to other products, such as
DB2, CICS, IMS, 3rd party? What changes need to be made to the sources to keep
those interfaces working?
